Now, one may well hope that it will succeed to “channel” the suggestions from the USA in such a way that your organization is being equipped with an adequate mandate and means. I just read the summaries of your first report to the Commission in the evening news and am glad that you included a suggestion to establish a steady liaison with the Allied Control Council in Berlin. Hoping that you yourself come here one time is probably too much to ask. [...]

Sehr geehrter Herr, Heute ist im Gefolge äußerer und innerer Ereignisse, die das Schicksal der Nation und des rumänischen Staates entscheiden, eine Gesellschaft zu Studium und Umsetzung von Sozialreformen in Rumänien gegründet worden. Sie verfolgt vier Ziele: sämtliche sozialen Aspekte Rumäniens ohne eigene Vorteile und vorgefasste Urteile und Tendenzen wissenschaftlicher oder politischer Art zu analysieren; Reformen vorzuschlagen, die sich natürlich und logisch aus diesen Studien ergeben; mit allen Mitteln der Propaganda für die Umsetzung dieser Reformen zu kämpfen und schließlich, in starkem Maße an der sozialen Bildung der Massen teilzunehmen.
